Job Summary
Are you ready to harness the power of data and advanced analytics? Join Revenue as an Assistant Principal in Statistics and Data Analytics and make a significant impact.
As an Assistant Principal, you will play a pivotal role in providing statistical support to aid the development of tax policy. You will use data modelling and analytics to solve strategic and operational challenges. Assist in driving a culture of evidence-based decision making across the organisation.
In Statistics, you will work with high-quality data resources and provide accurate statistics and policy costings in response to Parliamentary Questions and the annual Budget cycle.
In Data Analytics, you will lead a team of skilled professionals and use specialist tools to solve core strategic and operational problems.
A panel will be established from this competition to fill positions that may arise over the lifetime of the panel. This panel will expire one year from the date of its establishment. Placement on a panel is not a guarantee of appointment to a position.

Job Objectives
Statistics
- Provision of costings and other analysis to support the Department of Finance in the development of evidence informed tax policy.
- Management of a Unit Work Programme which involves both the frequent provision of accurate statistical information under short deadlines as well as the execution and further development of quality assurance and quality enhancement processes for Revenue data.
- Ongoing collaboration with Revenue senior management and legislation, operational and IT divisions in relation to the development and interpretation of tax policy statistics.
- Developing, maintaining and enhancing high quality and timely data resources and tools for use in policy analysis.
- Production and publication of statistical products and reports consistent with Revenue, Open Data and Official Statistics best practice standards.
Data Analytics
- Provision of advanced analytical, data science and statistical analysis to support Revenue’s key objectives of supporting voluntary compliance, addressing non-compliance and strengthening the tax and customs ecosystem.
- Identification and articulation of opportunities to apply analytical and other novel data-driven techniques to solve business problems such as identifying non-compliance in taxes, duties and customs and improving service delivery.
- Identification and leveraging of technologies for transformational opportunities that enhance operational efficiencies.
- Ongoing collaboration with senior management and colleagues across Revenue to ensure that analytics outputs support operational and strategic decision-making.
- Ensuring that all analytical models and their outputs are compliant with all relevant legislative requirements and used appropriately.
General
- Contributing to the effective running of the Revenue Unit and overall Branch.
- Management of a team of skilled data professionals including development of annual work programmes, supporting strategic initiatives and responding to organisational demands.
- Development of team members through coaching and mentoring of staff, skill transfer and planning the development of Revenue’s future statistics and data analytics capabilities.
- High impact communication and presentation of complex issues to senior Revenue and other external stakeholders.
- Representing Revenue on liaison groups, national and international working groups.
- Maintaining up-to-date and expert knowledge of emerging trends and best practice in administrative data, statistics, data science, and tax and customs administration analytics to identify opportunities for innovation.
Skills Requirement
Applicants for the Assistant Principal, Statistics and Data Analytics role must, on or before 14 August 2026 have obtained:
A minimum of Level 8 on the National Framework of Qualifications (Honours Bachelor’s Degree level) in at least ONE of the following which must be included in the official qualification title: Economics, Statistics, Data Science, Data Analytics, Actuarial Science, Computer Science, Mathematics, Engineering or Artificial Intelligence.
AND
A minimum of 3 years’ directly relevant, practical experience (as described in Section 2 and 3) in a Public Sector Organisation, a large professional firm, or a large corporate business, dealing with large data sets, statistics and/or analytics matters.
The Assistant Principal role is a key senior management position within Revenue, and the successful applicants will be expected to make a strong contribution to the continuous use and development of Revenue’s extensive data holdings for tax policy and operational objectives.
The person required for the Assistant Principal post must be able to demonstrate the following skills:
- Experience using large-scale administrative and third-party data sources and systems, and applying relevant statistical, analytical or economic methods to data.
- Expertise using: specialist analytical tools e.g. Hadoop, No-SQL databases, R Shiny; software e.g. SAS, Google BigQuery, advanced Excel; and programming languages e.g. SQL, R, Python.
- Capacity to adapt to new tools as technologies, including cloud computing at scale, AI and Machine Learning, evolve in future.
- Understanding of best practice in data stewardship, ethical data usage and data governance.
- Planning and prioritising the application of statistical, economic, or evaluative objectives, to meet organisational and policy needs.
- Leading the development of Revenue’s analysis capabilities, liaising with all relevant internal and external partners to progress this.
- Management experience, including project management and managing resources.
- Excellent communication, networking and influencing skills, as required to operate at a senior level.
- The ability to work on their own initiative and to provide leadership to their team.
In addition, the person appointed will have, or have the capacity to quickly acquire, an understanding of Revenue’s strategic objectives and a broad knowledge of taxation.
Applicants should have all the abilities required of an Assistant Principal. In particular, applicants must demonstrate, by reference to specific achievements in their work or academic career to date, that they possess or have the capacity to acquire the skills and knowledge required for the role of an Assistant Principal. A description of the competencies is set out in the Appendix of the Information Booklet.
Successful applicants should note that Revenue is a responsive and agile organisation and, as such, you may be assigned to projects and other duties appropriate to the Assistant Principal, Statistics and Data Analytics role to which you are appointed.
